The present invention is provided with: an image acquisition unit (11) that acquires a captured image of a road surface around a vehicle (10); an image capture area information acquisition unit (12) that acquires image capture area information relating to an area on the road surface captured in the captured image acquired by the image acquisition unit (11); an image management unit (13, 13a) that extracts, on the basis of the captured area information acquired by the captured area information acquisition unit (12), one or more candidate images obtained by capturing an image of a certain area on the road surface from among the captured images acquired by the image acquisition unit (11); image selection units (15, 15a) for selecting, from among the candidate images extracted by the image management units (13, 13a), a selected image to be transmitted to the server (2); and a transmission unit (16) that transmits the selected image selected by the image selection units (15, 15a) to a server (2).
