The invention discloses a safety construction platform for bearing platform and tower base pouring and a construction method, the safety construction platform comprises a mounting frame body, the mounting frame body is in layered design, and the safety construction platform further comprises a plurality of positioning structures; and a plurality of anchor rods. The anchor rod sequentially penetrates through the first support, the second support, the third support and the fourth support from bottom to top, the two ends of the anchor rod are connected with the first support and the fourth support in an abutting and locking mode correspondingly, and meanwhile the anchor rod is connected to the second support, the third support and the fourth support through the multiple positioning structures correspondingly. When the bearing platform and the tower base are constructed, layered pouring construction is conducted from bottom to top according to the construction sequence of the first support, the second support, the third support and the fourth support, meanwhile, during layered pouring, the mounting positions of the anchor rods can be rechecked and adjusted through the positioning structures, and the overall positioning and adjusting precision of the anchor rods on the bearing platform and the tower base is guaranteed; the defect that in the prior art, the construction precision of anchor rods on a bridge bearing platform and a tower base is low is effectively overcome.
