The invention belongs to the field of environment-friendly building materials, and particularly relates to modified thermal insulation rubber cement mortar which is prepared from the following materials in parts by mass in each cubic meter: 230-260 parts of cement, 120-130 parts of water, 500-600 parts of sand, 20-90 parts of rubber, 3-6 parts of glass fibers, 10-20 parts of fly ash and 2.5 parts of a water reducing agent. The size of the rubber is 10 to 40 meshes; the glass fiber is a high-bundling alkali-resistant glass chopped fiber with the length of 4-10 mm, and the diameter of the glass fiber is 8-14 [mu] m; the rubber and the glass fibers are further subjected to a pretreatment step, the pretreatment step comprises a hot grinding step and a rapid cooling step, and through the pretreatment step, the mixture of the rubber and the glass fibers is modified, so that the heat preservation and heat insulation performance of the rubber cement mortar can be enhanced; meanwhile, the loss of the mechanical property of the cement mortar caused by adding the rubber can be reduced.
