The cement clinker is composed of a component X and a component Y, the component X comprises the following components in percentage by mass of oxides: 35%-50% of CaO, 6%-22% of SiO2, 20%-35% of Al2O3, 3%-13% of Fe2O3, 3%-10% of MgO and 2%-6% of SO3; the component Y is B2O3 accounting for 0.1-3% of the total mass of the component X; the cement clinker comprises the following raw materials: high-magnesium low-grade limestone, aluminum solid waste, iron solid waste, magnesium solid waste, sulfur solid waste and a clinker synergistic sintering agent. According to the invention, the low-grade limestone and the solid waste are mixed and fired to prepare the low-calcium high-performance cement clinker with rapid development of early strength and sustainable development of middle and later periods, and the comprehensive utilization rate is improved.
