A lever type secondary amplification type outrigger truss energy dissipation damping structure capable of preventing out-of-plane instability comprises an inner cylinder structure, an outer frame structure and an energy dissipation outrigger truss, the energy dissipation outrigger truss comprises an outrigger truss and an energy dissipation device, the energy dissipation device is arranged between the outrigger truss and the outer frame structure, and the energy dissipation device comprises a primary amplification part, a secondary amplification part and a rigid support part. The primary amplification part comprises a horizontal lever arm, the secondary amplification part comprises an upper half assembly and a lower half assembly, the upper half assembly and the lower half assembly are the same in structure and each comprise four amplifier rigid straight rod supports and a horizontal damper, the four amplifier rigid straight rod supports define a rhombic diagonal bridging and are equal in length, and the rigid support part comprises a base and two support rigid straight rod supports which are equal in length. Through the amplification effect and combined movement of the first-stage amplification lever and the second-stage rhombic diagonal bridging mechanism, structural deformation displacement or speed is effectively and doubly amplified, the energy consumption efficiency of the damper is improved, and the performance of a building structure under the action of horizontal loads, namely wind loads and earthquakes is improved.
