A heat-dissipating member (1) provided with a heat-radiating ceramic material (10), the heat-radiating ceramic material (10) containing: a first metal oxide as a main component, which is a metal oxide having a wurtzite-type crystal structure; and a second metal oxide which is a metal oxide having an average emissivity of 70% or more in a wavelength region of 3 [mu] m or more and 25 [mu] m or less. The second metal oxide includes at least one of a trivalent metal-doped metal oxide that substitutes a portion of metal atoms of the first metal oxide with trivalent metal atoms and a monovalent metal-doped metal oxide that substitutes with monovalent metal atoms.
