The invention relates to a preparation method of modified waste rubber pervious concrete and concrete.The preparation method comprises the steps that coarse aggregate, fine aggregate, cement, water, modified waste rubber powder, sodium laurate powder, silica fume, a water reducing agent and a thickening agent are evenly mixed to prepare the pervious concrete, and the modified waste rubber powder is modified through tannic acid; the method comprises the following steps: adding 20-40 parts by mass of unmodified waste rubber powder into 100-200 parts by mass of water, uniformly stirring, adding 1-2 parts by mass of a tannic acid solution, stirring, filtering out the waste rubber powder, cleaning with deionized water, filtering out the waste rubber powder cleaned with deionized water, and drying to obtain the modified waste rubber powder. The tannic acid is used for modifying the waste rubber, and the sodium laurate powder is matched, so that the compressive strength and fracture resistance of the prepared pervious concrete are improved.
