Comprising a building main body (100), a low-position lower water storage tank (1) for storing circulating water for power generation, a high-position potential energy upper water storage tank (2) for storing circulating water with gravitational potential energy, a water suction pump station (3) for pumping circulating water in the low-position lower water storage tank (1) into the high-position potential energy upper water storage tank (2), and a plurality of water head water-turbine generator sets (4), the solar photovoltaic power generation device (7) and/or the wind power generation device (9) and the electric energy storage device (90) are/is used for providing required electric energy, the tower main body (100) comprises a plurality of stages of power generation platforms (8) with different heights, the water level difference water-turbine generator sets (4) are arranged on the power generation platforms (8), and a potential energy water drainage pipeline (10) is led out from the high-position potential energy upper water storage pond (2).
