The invention discloses a construction operation platform and a construction operation method of a super high-rise totally-enclosed air shaft structure. When a floor is lifted, a jacking angle is arranged on a screw rod through an adjusting nut, so that the jacking angle is close to a square steel frame, the jacking angle does not abut against the inner wall of an air shaft any more, and a universal ball is screwed out of the screw rod; rollable ball bodies of the universal balls are in rolling contact with the inner wall of the air shaft, a tower crane lifts a lifting ring, the lifting ring pulls a steel plate, the steel plate pulls the square steel frame to roll and lift on the inner wall of the air shaft to the installation position of the upper layer, the square steel frame is installed after a through-wall bolt is constructed, and the universal balls are screwed into screws and are not in contact with the inner wall of the air shaft any more. The jacking angle face is adjusted to abut against the inner wall of the air shaft to limit the square steel frame. The construction operation platform which can be lifted without being disassembled is constructed in the air shaft, the problem that the rod body needs to be disassembled and then reassembled during floor lifting is solved, and the construction efficiency is improved.
