The invention relates to the technical field of high polymer materials, in particular to a conductive elastic composite material and a preparation method thereof.The conductive elastic composite material is prepared from, by weight, 30 parts of cement, 990 parts of fly ash, 100 parts of rubber powder, 1-3 parts of graphite, 1-3 parts of copper powder, 1 part of cellulose, 1 part of flocculant, 1 part of water reducing agent and 300 parts of water. The preparation method comprises the following steps: S1, preparing the following raw materials: 30 parts of cement, 990 parts of fly ash, 100 parts of rubber powder, 1-3 parts of graphite, 1-3 parts of copper powder, 1 part of cellulose, 1 part of a flocculating agent, 1 part of a water reducing agent and 300 parts of water; s2, raw material mixing: putting 30 parts of cement, 990 parts of fly ash, 100 parts of rubber powder, 1-3 parts of graphite, 1-3 parts of copper powder, 1 part of cellulose, 1 part of a flocculating agent, 1 part of a water reducing agent and 300 parts of water into a mixing stirrer, and stirring for 16 minutes at the rotating speed of 1800r/min to obtain a new mixture; s3, stirring and shearing the mixture: introducing the new mixture in the step S2 into a high-speed shearing emulsifying machine, and rotationally shearing for 20 minutes at the rotating speed of 1500r/min to form a pasty mixture; and S4, emulsifying the shear mixture.
