The invention provides a rotary hydraulic system applying a radial plunger motor and an excavator. The rotary hydraulic system comprises a load-sensitive pump, a load-sensitive valve, an anti-reverse valve, a brake oil supplementing valve, a brake delay valve, a station switching mechanism, a shuttle valve, the radial plunger motor, a back pressure valve, a radiator, a bypass valve, pilot hydraulic oil and a hydraulic oil tank. The load-sensitive valve is at least provided with a first station and a second station which can be reversed; at the first station, the motor is controlled to rotate; at the second station, the motor is controlled to rotate in the opposite direction relative to the first station; the station switching mechanism is configured to switch and select stations of the three-position reversing valve according to pilot pressure feedback or handle signal output; and meanwhile, the mode of optional functions of the anti-reverse valve and the delay valve is adopted, so that the rotation performance of the excavator is improved, the low-speed control performance is stable, the efficient torque is large, the layout is flexible, and the cost performance of the whole excavator is improved.
