The method comprises the following steps: cleaning the undisturbed coal gangue aggregate, putting the undisturbed coal gangue aggregate into a calcium hydroxide and magnesium hydroxide composite solution for vacuum impregnation, carrying out carbonization treatment, putting the carbonized material into emulsion for soaking, and drying to obtain the undisturbed coal gangue-set cement interface reinforced coal gangue aggregate. Compared with untreated aggregate, the concrete prepared from the modified aggregate has the advantages that the electric flux is reduced by 23%-30%, the width of an interface transition region is reduced by 44.2%-54.2%, and the strength, impermeability and long-term durability of a concrete interface are improved.
