The invention discloses a dynamic compaction replacement ramming point lofting device and method.The dynamic compaction replacement ramming point lofting device comprises a plurality of plane lofting units which are distributed in rows and columns and formed by splicing one another, and each plane lofting unit is a square frame or a rhombus frame formed by hinging four fixed-distance rulers; the steel wire ropes are connected between diagonal lines in the square frames or the rhombic frames, the end points of the four sides of the dynamic compaction replacement tamping point lofting device, the intersection points of the adjacent square frames or the rhombic frames and the middle point of each steel wire rope are tamping point lofting positions, and the end points of the two ends of each fixed-distance ruler are provided with positioning holes. The positioning holes are positioned on the outer sides of the hinge points, and the positioning holes between the adjacent plane lofting units are aligned and then are connected through insertion pieces in a penetrating manner; and each plane lofting unit can fold the square frame or the rhombic frame by taking the steel wire rope as a center line. The construction efficiency of ramming point lofting can be improved, and ramming point lofting errors are reduced.
