The invention discloses an exposed steel column base with a replaceable cover plate and a construction method of the exposed steel column base. The steel column base comprises a steel column, a cover plate, a bottom plate, a mortar layer, an anchor rod, a screw rod and a concrete foundation. The steel column is welded with the bottom plate; the cover plate is placed on the bottom plate and the mortar layer, the concrete foundation is arranged below the bottom plate, the mortar layer is arranged on the periphery of the bottom plate, the mortar layer is not in contact with the bottom plate, and the concrete foundation is arranged below the mortar layer. The anchor rod is pre-buried in the concrete foundation, and the anchor rod is connected with the concrete foundation, the mortar layer and the cover plate through reserved holes in the outer side of the cover plate and the mortar layer; the cover plate and the bottom plate are connected by the screw rod through the reserved holes in the inner side of the cover plate and the bottom plate; the anchor rod and the screw rod are connected and fixed through matched nuts. Compared with the prior art, the energy dissipation capacity of the exposed steel column base is improved, structural damage and deformation control is achieved, and the purposes of replacement of components after an earthquake and rapid repair are achieved.
