The raw materials comprise, by mass, aggregate, modified asphalt, a high-toughness modifier, a high-modulus modifier and a fiber stabilizer, and the aggregate comprises at least one of steel slag, basalt and diabase; the high-toughness modifier comprises at least one of a polyethylene octylene copolymer elastomer, a methyl acrylate-butadiene-styrene copolymer and ethylene propylene diene monomer; the high-modulus modifier is formed by mixing steel slag micropowder, a coupling agent, extract oil, epoxy resin and an ethylene-vinyl acetate copolymer. The high-toughness and high-modulus asphalt mixture prepared by the invention has excellent rutting resistance and flying resistance, the characteristics of high strength of the steel slag coarse aggregate and good filling property of the steel slag micro powder are fully played, and the cohesive force and strength of the asphalt mixture are jointly improved by the steel slag coarse aggregate and the styrene-butadiene-styrene block copolymer serving as an organic modifier.
