The invention relates to anti-abrasion, anti-corrosion and anti-leakage protective mortar for a flood discharge building. The protective mortar comprises anti-abrasion and anti-corrosion epoxy mortar for protecting a metal structure of the flood discharge building and anti-abrasion and anti-leakage epoxy mortar for protecting a concrete structure of the flood discharge building. The polyether nonionic compound is an emulsifier and a surfactant, epoxy resin is added, the polyether nonionic compound and the epoxy resin are mutually soluble to prepare an epoxy resin base solution for the metal structure protective mortar, and the epoxy resin base solution can also serve as an intermediate product and then is mixed with water-soluble epoxy resin to form a novel water-emulsion water-soluble mixed epoxy solution. The water-borne epoxy resin base solution for the protective mortar of the concrete structure is beneficial to batch production and can simplify on-site burdening. The protective mortar has good mechanical properties and impermeability, and construction with water is very convenient. The primer for protecting the metal structure has metal corrosion resistance; the mortar is used for concrete protection, especially for repairing open-air flood discharge surfaces, and is good in weather resistance and aging resistance.
