The invention relates to a crack-control high-impermeability concrete shield segment and a manufacturing method thereof.The concrete shield segment comprises composite fiber concrete and a reinforcement cage, and each cubic meter of the composite fiber concrete comprises 320-450 kg of cement, 140-170 kg of water, 1000-1250 kg of coarse aggregate, 550-750 kg of fine aggregate, 60-90 kg of mineral powder and fly ash, 25-80 kg of steel fibers and 0.9-3.0 kg of synthetic fibers; the cement-based composite material comprises a cementing material and further comprises a water reducing agent, a corrosion inhibitor and a hydrophobic admixture, the amount of the water reducing agent is 0.5%-2% of the mass of the cementing material, the amount of the corrosion inhibitor is 2%-5% of the mass of the cementing material, and the cementing material comprises cement, mineral powder and fly ash. The qualified steel fiber fine aggregate concrete finished product in which the steel fibers and the synthetic fibers are uniformly dispersed has excellent constructability, ensures that the fibers are uniformly dispersed and no fiber exposure phenomenon exists on the surface of a duct piece, and meets the quality requirement of the duct piece; the prepared duct piece has the advantages of high crack control performance and high impermeability.
