The invention relates to the technical field of soft soil foundation treatment, and discloses a dynamic compaction device based on a novel static and dynamic drainage consolidation method, which comprises a moving frame and a soft soil foundation, the well point pipe is inserted into the soft soil foundation; the universal wheels are fixedly mounted at the bottom of the moving frame; the dynamic compaction assembly comprises a dynamic compaction part and a reinforcing part, the dynamic compaction part is located at the top of the movable frame, a drainage part is arranged outside the dynamic compaction part, a lower pressing plate is driven to move downwards along with downward movement of a compaction plate, the lower pressing plate moves downwards to abut against a bearing plate to move downwards, and then a second L-shaped plate is driven to move downwards; the second L-shaped plate drives the fixed inserting drill rod to move downwards to be inserted into the soft soil foundation, the stability of the whole device is guaranteed when the soft soil foundation is tamped, and after a tamping plate moves upwards to the uppermost portion, a spring jacks up a connecting plate, then the second L-shaped plate is driven to ascend, the fixed inserting drill rod can be pulled out of the soft soil foundation, and the whole device can be normally moved.
