The invention belongs to the technical field of structural vibration control, and relates to an electromechanical clutch variable-inerter damper which is a semi-active damping (vibration) device capable of being applied to civil structures and used for restraining vibration of the structures under the action of earthquakes or wind loads. The device is realized by matching a mechanical inerter system, an electric inerter system, an energy recovery control system and an active inerter control system. It is guaranteed that the device provides inertia force in the structure acceleration stage and does not provide force in the structure deceleration stage. The electric inerter system not only can effectively reduce the design capacity of the mechanical inerter system, but also can realize semi-active variable inerter control similar to bang control in combination with the active inerter control system, and can recover the kinetic energy of the flywheel in the deceleration stage in combination with the energy recovery control system.
