The silicon-manganese slag low-carbon cementing material for filling is prepared from various industrial solid wastes mainly comprising the silicon-manganese slag as raw materials without adding cement clinker, so that the secondary utilization of the industrial solid wastes is realized, the CO2 emission is reduced, the low-carbon and environment-friendly effects are realized, and the problem of high cost caused by preparation of the filling material by using superfine full tailings and ordinary cement as cementing agents is solved.
