The invention discloses a slag-based shield tunnel backfill grouting material and a preparation method thereof, and belongs to the field of tunnel construction materials and the field of comprehensive utilization of solid wastes. The grouting material is prepared from the following raw material components in parts by mass: 30 to 50 parts of blast furnace slag, 20 to 50 parts of fly ash, 5 to 20 parts of a blender, 80 to 110 parts of an exciting agent solution, 100 to 150 parts of recycled fine aggregate and 0.5 to 1 part of an additive. The grouting material is prepared by using the slag, the fly ash, the boric sludge and the coal gangue as cementing materials instead of cement, so that the production cost can be reduced, the environmental pollution can be reduced, the resource utilization of solid wastes can be realized, the strength can be improved, the impermeability and the stone rate of the grouting material can be increased, and the particle separation and water separation characteristics in the grouting material can be reduced.
