The system comprises a drainage channel, a regulation and storage pond and a sewage interception system, the regulation and storage pond is built on the bank side of the drainage basin and arranged at the terminal of the drainage channel, a regulation and storage well is arranged between the drainage channel and the regulation and storage pond, a flow guide channel is arranged between the drainage channel and the regulation and storage well, and the regulation and storage pond is connected with the regulation and storage pond through the flow guide channel. A lifting pump and a recycling pump are installed on the regulation and storage well, the lifting pump pumps out water in the regulation and storage well, the recycling pump pumps out water in the regulation and storage pond, a flood discharge gate is arranged on the side, facing the drainage basin, of the regulation and storage pond, and the drainage channel comprises a drainage front section and a drainage rear section. A drainage opening is formed in one side of the joint of the front drainage section and the rear drainage section. The system realizes split-flow treatment of initial rainwater and later rainwater, intercepts the initial rainwater with relatively high pollution load concentration, effectively reduces pollution of the initial rainwater to a river channel, recycles the rainwater, and regulates and stores rainwater runoff.
