The jacking unit is arranged under the fastener storage mechanism and used for bearing a whole row of fasteners, the pushing unit is arranged on one side of the material scattering plate and used for pushing the fasteners back and forth to scatter the fasteners left and right, and discharging openings are formed in the left side and the right side of the material scattering plate. The invention further provides a method for preparing the railway fastener bulk material. According to the device, the fasteners can be stably and efficiently dispersed between the two sleepers, and rhythmic material dispersing of the whole row of fasteners is completed.
