The external wall thermal insulation layer construction device comprises a shell, pressing rollers are symmetrically arranged on the two sides of the lower end of the shell, the pressing rollers are rotationally connected with the shell through first rotating shafts, rotating assemblies are symmetrically and rotationally embedded into the two ends of the shell, and pressing assemblies are rotationally connected to the rotating assemblies through torsional springs; the side edges of the rotating assemblies extend out of the shell from the interior of the shell, a sliding sleeve is fixedly connected to the inner side wall of the shell, a traction assembly is arranged on the sliding sleeve in a sliding fit mode, the two ends of the traction assembly are connected with the two rotating assemblies correspondingly, and a transmission assembly is rotationally connected to the position, on the lower side of the traction assembly, of the shell and is in transmission connection with the first rotating shaft. When the pressing roller rotates, the traction assembly is driven by the transmission assembly to move in the rotating direction of the pressing roller. When the pressing roller rolls in one direction, the rotating assembly and the pressing assembly on the side rotate upwards and cannot abut against a mortar layer, and the rotating assembly and the pressing assembly on the other side can elastically assist in slicking the mortar layer.
