The artificial active mixed material is added into the cement clinker, the obtained Portland cement has the same technical performance as ordinary Portland cement, the technical problem that the micro tailings and the construction waste micro slag are difficult to directly utilize is solved, and huge social, economic and ecological benefits are obtained.
