The invention discloses an offshore wind power pile foundation and a construction method based on the offshore wind power pile foundation, the offshore wind power pile foundation comprises a pile body and a partition plate, the pile body extends in the vertical direction, and an inner cavity extending in the length direction of the pile body is formed in the pile body, so that at least part of the pile body can be inserted into a seabed; the partition plate is arranged in the inner cavity in the radial direction of the pile body so as to divide the inner cavity into a first cavity and a second cavity in a sealed mode, the first cavity is formed in the upper side of the second cavity, and a one-way through-flow assembly is arranged on the partition plate. The one-way through-flow assembly enables liquid in the second cavity to flow into the first cavity in a one-way mode and can prevent liquid in the first cavity from flowing into the second cavity, so that the gravity borne by the offshore wind power pile foundation is increased by introducing seawater into the first cavity. The offshore wind power pile foundation and the construction method thereof have the advantages of being convenient to construct and high in construction efficiency.
