The invention provides a heat-preservation and moisture-preservation maintenance blanket for a concrete structure. The heat-preservation and moisture-preservation maintenance blanket comprises a water absorption material layer, capillary pipes, a plastic film layer and a rubber and plastic sponge layer. The water absorbing material layer is the bottommost layer and covers the surface of a just poured concrete structure; hollow billets are laid on the water absorption material layer; the hollow billet is covered with a plastic film layer; and a rubber and plastic sponge layer is covered on the plastic film layer. The hollow billet is connected with the water supply pipe, water flows out through the holes in the surface of the hollow billet and is evenly distributed on the surface of the concrete structure under the action of the water absorption material, water is supplemented for the surface layer of the concrete structure, and the requirement for keeping the surface layer of the concrete structure wet is met; meanwhile, the temperature of the concrete structure is controlled by adjusting the water flowing temperature and the water flowing time, so that the surface temperature of the concrete meets the requirement of internal and external temperature difference control, that is, cracks are prevented from being generated on the surface of the concrete structure through temperature and humidity double control.
