The invention provides a retard-bonded prestressed tendon supporting and positioning device which comprises a plurality of supporting frames and a plurality of rolling wheels, and the multiple supporting frames are symmetrically distributed on the two sides of the same section of a retard-bonded prestressed beam reinforcement cage in the width direction of the retard-bonded prestressed beam reinforcement cage; a plurality of rollers are rotationally arranged on each support frame, and the plurality of rollers on the same support frame are distributed in the length direction of the retard-bonded prestressed beam reinforcement cage; a positioning groove used for positioning the retard-bonded prestressed tendon is formed in the supporting frame or the surface of the idler wheel. When the supporting frame is stressed, elastic deformation can be generated so that the rollers can be attached to the surface of the retard-bonded prestressed tendon, supporting force on the retard-bonded prestressed tendon can be dispersed on the rollers, and the situation that an outer sleeve of the retard-bonded prestressed tendon is broken due to the fact that the supporting force is excessively concentrated is avoided.
