The invention belongs to the technical field of concrete, and provides an interface treating agent as well as a preparation method and application thereof. The interface treating agent comprises the following components in parts by mass: 70-75 parts of a cementing material, 0.05-0.15 part of fibers, 1-3 parts of a water reducing agent and 25-30 parts of water. According to the interface treating agent, the cement paste serves as a substrate, and the fly ash, the mineral powder, the silica fume and the polypropylene fibers are sequentially doped, so that the internal structure of the interface treating agent is more compact, and the interface treating agent has excellent bonding performance; the interface treating agent prepared by the invention is applied to a new and old concrete bonding surface, the bonding splitting tensile strength and the oblique shear strength can reach 90% and 57% of those of the whole new concrete, meanwhile, the chloride ion concentration at the bonding surface is reduced by 19% compared with that of the whole cast new concrete, and the interface treating agent has the advantages of high bonding property and chlorine salt corrosion resistance.
