The invention discloses a double-block type ballastless track fine adjustment track panel system and method, the device comprises a plurality of sleepers, two steel rails and a plurality of adjusting mechanisms, each adjusting mechanism comprises a left elevation adjusting mechanism, a right elevation adjusting mechanism, a cross beam arranged between the left elevation adjusting mechanism and the right elevation adjusting mechanism, a transverse pull rod and a center line adjusting mechanism; the method comprises the following steps: 1, preparation before use; 2, the track detector performs inspection along the steel rail to obtain adjusting parameters of each adjusting mechanism; 3, adjusting a steel rail by the double-block type ballastless track fine adjustment track panel system; fourthly, the second step is repeated, and the track detector conducts inspection along the steel rail to obtain parameters of next adjustment of all the adjusting mechanisms; and fifthly, the third step is repeated, and the double-block type ballastless track fine adjustment track panel system conducts next-time adjustment on the steel rails till the elevations of the two steel rails and the center line between the two steel rails meet the design requirement.
