The invention discloses a segmental beam mounting device which comprises a main bearing frame and a turnover frame used for bearing and fixing a segmental beam, and the turnover frame is hinged to one end of the main bearing frame in a turnover mode. The main bearing frame is provided with an overturning driving mechanism used for driving the overturning frame and the segmental beam to overturn in the direction away from the main bearing frame so that the segmental beam can be installed after being hung at a to-be-installed position. The overturning frame is arranged to drive the segmental beam to overturn so as to achieve alignment installation of the segmental beam and the fixed beam, and the segmental beam installation device is simple in structure, low in cost and not limited by the construction environment. The invention further discloses a segmental beam installation method. The method has the advantages of low requirements on the equipment precision and the standardization level of the beam type, low cost, low requirements on the construction environment and wide application range.
