The composite curing agent provided by the invention comprises cement, an exciting agent, a hydration reaction accelerant and a soil binder, the hydration reaction accelerant promotes the hydration reaction of the cement curing agent, and the soil binder reduces water permeation in mucky soil by binding and blocking soil particles in the mucky soft soil; meanwhile, polyacrylamide, a magnesium oxide expanding agent and a polycarboxylate superplasticizer in the exciting agent can improve the early strength or the later strength of the cured sludge, and through compounding, the early strength and the later strength of the cured sludge are improved at the same time, so that the bearing capacity of the muddy soft soil is improved, and the occurrence of a subsidence phenomenon is reduced; therefore, the technical problems that in the prior art, due to the fact that a soil stabilizer is poor in mucky soil reinforcing effect, a drilling channel is prone to displacement deviation and deformation and sedimentation of a hole wall in the horizontal directional drilling construction process are solved.
