The construction method comprises the following steps: 1) field investigation and preparation work; (2) two transverse return lines and one longitudinal return line are erected on the rail, buckle accessories are loosened and detached, and then a new rail bar is pulled and leaned; (3) the old rail is sawed off at the rail changing starting point position and the rail changing end point position; (4) the old rail is pulled out of the rail groove, and the new rail is installed in the rail groove; (5) after the new rail is installed in the rail groove and does not displace, starting point closure gap connection is conducted; (6) after the starting point closure gap is connected, stretching the end point closure gap; and (7) after rail changing is finished, speed limiting boards are arranged, the erected return line is dismantled, and a rail line is restored.
