The invention provides a ceramic water reducer and a preparation method thereof, the ceramic water reducer comprises the following components: greater than or equal to 14% of Na2O and greater than or equal to 26% of SiO2, the preparation method comprises the following steps: step (a), at a first preset temperature, silicon slag generated in a zirconium oxychloride production process reacts with alkali liquor for a first preset time to obtain a clear solution, and the mass ratio of the silicon slag to the alkali liquor is 1: 2-1: 5; and step (b), at a second preset temperature, the clear solution concentrated to the preset concentration reacts with quartz for a second preset time, filtering is performed to obtain the ceramic water reducer, and the mass ratio of the clear solution to the quartz is 2: 1-6: 1. The silicon slag and the waste alkali liquid generated in the zirconium oxychloride production process are adopted as raw materials, so that resource utilization of waste liquid and waste residues is realized, and the three-waste treatment cost is saved.
