The invention discloses an oxy-fuel combustion carbon capture cement kiln system and a method for preparing cement clinker, comprising a first raw material preheating and predecomposition system, a second raw material preheating and predecomposition system and a flue gas capture and purification system, air outlets of the second row of cyclone preheaters are respectively communicated with a circulating flue gas inlet of the pre-combustion furnace and a flue gas inlet of the flue gas capturing and purifying system, and part of flue gas of the flue gas capturing and purifying system is communicated with an air outlet pipe of the second decomposing furnace through a branch pipe; the purity of the high-purity oxygen is 75-85%, the CO2 dry basis concentration in the flue gas discharged by the second raw material preheating and pre-decomposing system is 75-85%, and the CO2 dry basis concentration in the flue gas entering the air outlet pipe of the second decomposing furnace by the flue gas capturing and purifying system is 95-99%.
