The invention belongs to the technical field of concrete materials and relates to a cement-based cementing material for mass concrete as well as a preparation method and application of the cement-based cementing material. The building material comprises the following raw materials in parts by weight: 2-5 parts of cement clinker, 70-90 parts of industrial waste residue, 13-15 parts of gypsum and 5-10 parts of nano inorganic filler. The cement clinker comprises silicate and/or sulphoaluminate; the industrial waste residues comprise at least one of steel slag powder, iron tailing slag powder and fly ash. The nano inorganic filler comprises at least one of kaolin, talcum powder, montmorillonite and silicon dioxide. The cement-based cementing material prepared by the invention has the characteristics of low water thermalization, high early strength, strong chemical erosion resistance and the like; meanwhile, the consumption of cement clinker is low, and the cost is greatly reduced.
