A lower-layer roadbed is arranged between the bottom surface of the light roadbed and the ground line after surface cleaning, and a transition layer is arranged between the top surface of the light roadbed and the bottom surface of the road surface; the lower layer roadbed is made of soil and stone filler, and the transition layer is made of a reinforced concrete layer or soil and stone filler.
