The invention provides a flow control system and an anti-icing fluid spraying vehicle. The anti-icing fluid spraying vehicle comprises an engine, a transmission system connected with the engine, a spraying system connected with the transmission system and a control system. The transmission system is used for taking power from the engine and driving the spraying system; the transmission system comprises a hydraulic pump in driving connection with the engine and a hydraulic motor in liquid path connection with the hydraulic pump; the hydraulic pump drives the hydraulic motor to rotate; the spraying system is used for spraying; the spraying system comprises a spraying pump in driving connection with the hydraulic motor and a spraying rod connected with the spraying pump; the hydraulic motor drives the spraying pump to act, and the spraying pump is used for driving liquid to enter the spraying rod for spraying; the control system is connected with the engine, the transmission system and the spraying system and used for controlling the engine, the transmission system and the spraying system to act, and flow adjustment of the spraying system is achieved. The system can realize integral flow regulation.
