The invention aims at solving the technical problems that in the prior art, landfill and stockpiling treatment of red mud and steel slag causes serious pollution to the ecological environment, and meanwhile, single doping of the steel slag can obviously reduce the mechanical property and durability of cement mortar in the field of gel materials. The concrete comprises the following components in percentage by weight: 16.25%-20% of Portland cement, 2.50%-4.38% of red mud, 2.50%-4.37% of fine steel slag and the balance of 75% of aggregate, the water-binder ratio of the steel slag-red mud-cement-based composite mortar is 0.5. The industrial solid waste steel slag is used for replacing cement and standard sand in the mortar, environmental pollution is reduced, the production cost of the mortar is reduced, meanwhile, the situation that natural sand resources are gradually in shortage is relieved, the grain composition of the mortar is improved, the potential hydration activity of the steel slag is stimulated by adding the red mud, and the mechanical property, durability and the like of the mortar are further improved.
