The four independent stepped foundations are distributed on the bedrock in a rectangular vertex manner; the four frame columns are vertically arranged on the four independent stepped foundations respectively; the frame beams are arranged between the tops of every two frame columns; the tower crane foundation top plate comprises a top plate body and a top plate beam. The top plate body is fixed in a square area defined by the four frame beams. The top plate beam is arranged in the top plate body; the plurality of embedded foundation bolts are embedded in the tower crane foundation top plate; and the corridor is arranged below the top plate of the tower crane foundation, penetrates through the space between the frame columns and is overlapped with the tower crane foundation in space. Overlapped arrangement is formed, the occupied space is reduced, the tower crane coverage rate is increased, and meanwhile the gallery is protected.
