The invention discloses a method for preparing unsteady calcium carbonate by indirect carbonation of steel slag, which comprises the following steps: weighing steel slag, putting the steel slag into an ammonium chloride solution for leaching reaction, and filtering to obtain leachate and leaching slag; adding sodium dodecyl benzene sulfonate (SDBS) into the leachate, introducing carbon dioxide for carbonation reaction, and filtering after proper reaction time to obtain unsteady calcium carbonate. According to the invention, the crystal form regulating agent with specific concentration is added in the carbonation reaction process, so that the carbonation product contains high-purity unsteady calcium carbonate (vaterite), and the carbonation product has high activity and is easy to generate hydration reaction with cement.
