One ends of a plurality of wound thermal insulation materials are clamped and fixed, and the wound thermal insulation materials are driven to rotate by taking the central line of the fan foundation as a reference, so that the angular velocities of the wound thermal insulation materials during rotation are equal, and the thermal insulation materials are uniformly laid on the surface of a circular truncated cone structure of the fan foundation; and meanwhile, a plurality of rolled materials are arranged in an up-down staggered mode, and when the heat preservation material is laid on a circular truncated cone structure of the fan foundation, the heat preservation material is pressed and smoothed, so that the heat preservation material on the upper side can be tightly attached to the heat preservation material on the lower side, and the heat preservation effect of the laid heat preservation material is improved.
