The method specifically comprises the following steps that a worker injects cement paste into a stirring mechanism located on a vehicle frame through pumping equipment, and then the cement paste enters a control room located at the top of the vehicle frame to start a moving mechanism at the bottom of the vehicle frame to drive the vehicle frame to move to a laying area. According to the device, cement paste laid on the ground is quickly rolled and leveled through sweeping plates and scraping plates at the bottom and on the two sides of a connecting disc, so that the sweeping plates can flatten the surface of the cement paste, and scattering rollers rotating along with a second rotating shaft can prevent the cement paste from caking in a discharging box; and it is guaranteed that the whole laying mechanism can efficiently lay the cement floor, manpower is saved, and meanwhile the construction period is shortened.
