The invention relates to a tidal river flow adjusting and transforming method. The method comprises the steps that an adjusting dam is arranged at the downstream of an urban river reach of a tidal river and close to an estuary area; when tide rises, the adjusting dam is in a dam rising running state, the upstream landscape water level is maintained, and when the downstream water level of the adjusting dam rises to be consistent with the upstream landscape water level, the adjusting dam collapses to run; during ebb tide, the ebb tide crosses the air shield dam to flow downstream, the water level of the riverway is gradually lowered, and when the upstream water level of the adjusting dam is consistent with the landscape water level, the adjusting dam ascends to run, and the landscape water level continues to be maintained; on the basis of maintaining the landscape water level and the ecological environment function of the tidal river channel, the method reduces the influence on the natural fluctuation and ebb tide movement rule of the tidal river channel to the greatest extent, the functions of water communication, water exchange, migratory fish upstream, shipping and the like are still normally exerted, and the method also has the function of inhibiting the salty tide upstream.
