The invention discloses a rainwater collecting and recycling system which comprises a rainwater hopper arranged on a roof, a filtering device and a plurality of water storage devices, and at least one water storage device is arranged for users needing to use in a vertical floor located below the rainwater hopper; the water storage device comprises water storage tanks, water storage inlet pipes, water storage overflow pipes and water supply pipes, the water storage tanks in the vertical floors are sequentially connected in series up and down through the upper-layer water storage overflow pipes and the lower-layer water storage inlet pipes, the water supply pipes are communicated with the filtering device and enter the filtering device from the side walls of the water storage tanks, and the bottoms of the water storage tanks are connected through water storage blow-down pipes and discarding pipes; the overflow discarding device is arranged at the bottom of the building, is communicated with the filtering device through a discarding pipe and a collecting pipe, and is communicated with the water storage overflow pipe above the overflow discarding device through a system overflow pipe of the overflow discarding device; according to the invention, resource utilization of roof rainwater is realized, runoff discharge of the roof rainwater is reduced, and the problems of energy consumption and equipment operation cost of rainwater reuse water supply and treatment of each floor are solved.
