The invention discloses a buffer structure for a deceleration strip and a road deceleration strip based on the buffer structure. A guard; a damping device; the shock absorption device comprises an upper shell and an anti-impact part, a horizontal shock absorption layer is arranged on the support, a positioning pin is arranged on the anti-impact part, the positioning pin and a positioning hole in the horizontal shock absorption layer are fixed in a matched mode and form positioning fit, and a gap for the anti-impact part to move horizontally is formed in the positioning hole. The design of the structure mainly aims at acting force in the horizontal direction. When small impact in the horizontal direction occurs, the effect of energy consumption in the horizontal direction can be basically achieved by means of the structural effect of the upper shell. Meanwhile, through a positioning matching structure formed by the positioning pins and the positioning holes, excessive displacement of the upper shell can be avoided, so that the directionality of the upper shell on the whole structure is effectively maintained.
