The invention provides an automatic window closing device and a window. The automatic window closing device comprises a first component, a second component and a clamping assembly. The first component is fixed outdoors, and the second component is in sliding fit with the first component and is connected with the corresponding sliding window; the clamping assembly comprises a balance clamping hook hinged to the first component, and one end of the balance clamping hook can be connected with the second component in a clamped mode when the sliding window is opened. The balance clamping hook can receive part of rainwater in rainy days and can rotate under the gravity action of the rainwater to be separated from the second component, so that the second component drives the sliding window to move in the window closing direction under the action of the gravity and/or pre-tightening elastic force. According to the technical scheme, the second component connected with the opened sliding window is released through driving of the gravity of rainwater, so that the rainwater is associated with the window closing time, and the second component is further driven by the gravity or pre-tightening elastic force to drive the sliding window to be closed; therefore, the window can be automatically closed without depending on electric power.
