A locking assembly is arranged at the top of each steel formwork and used for locking the distance between the tops of the two steel formworks. A scraping plate is arranged between the two steel formworks in a sliding mode, the two sides of the scraping plate abut against the inner sides of the two steel formworks respectively and are used for detecting the distance between the two steel formworks, and the lower end of the scraping plate abuts against the top of the concrete guardrail and is used for leveling the top of the poured concrete guardrail.
