The horizontal power mechanism and the spraying maintenance mechanism horizontally move on the horizontal track ring frame, and the horizontal power mechanism is connected with the spraying maintenance mechanism. The device has the beneficial effects that the robot capable of automatically climbing and lifting is used for replacing traditional water column spraying, the horizontal track ring frame provides a reliable and stable platform foundation for maintenance operation, and efficient and high-quality maintenance is facilitated; the vertical power mechanism achieves overall movement so as to change different operation heights, and the horizontal power mechanism achieves movement of a whole circle so as to conduct spraying operation on the circumferential face of the whole column at the height.
