本发明方法是在建设水景时，在水景点结构正常水位下适当的距离，用透明材料铺设一层安全层，在透明材料层适当位置留有水面和透明层下相通的通道，下方用支撑物支撑，这样在保持景点的风貌，正常情况下，不管水池多深，也是相对安全的，特殊需要时，把水位降低，露出透明层，是一个很好的活动平台，舞台，大大增加了人民文化活动空间。
